What is bulk mail?
  This is mail not requiring expedited or 1st-class service and not required to be mailed as 1st class mail.

Bulk or Standard Mail is what was formerly called 3rd Class mail.

Requirements:

  • Each piece must weight less than 16 ounces
  • Must have a minimum of 200 pieces or weigh 50 pounds
  • Each piece must be the exact same size and weight.
  • Must be in Zip Code order
  • Each piece must have a return address which includes the line Rutgers University.
  • Requires complete zip code information
  • Call University Mail Services for exact rates.
 
What is priority mail, and what is the cost?
  Priority Mail is mail that is urgent, but does not require next day service. It is an economical service with a delivery standard of two to three days. There is no minimum weight requirement. This mail receives special attention in the U.S. Post Office, but there are no delivery guarantees.
 
What is Business Reply Mail?
 

Business Reply Mail (BRM) is a service that allows a mailer to distribute preprinted –Class Mail to customers. The mailer, not the customer, pays the return postage. Postage is only charged for the mail that is returned. The permit holder guarantees the Post Office that they will pay the fee for returned pieces plus a per piece fee.

Designing - When designing a BRM mail piece, mailers must submit samples for approval from the USPS. This approval is to ensure that the piece qualifies as BRM and includes the unique ZIP+4 code assigned by the Post Office. Samples should be submitted to University Mail Services before printing the BRM envelope or post card.

  • First-Class Permit Number
  • No Postage Necessary If Mailed In The United States indicia
  • The address must include the name of the permit holder

What is non-profit mail?
  Non-profit mailings are available for organizations that have received authorization because its mailings meet the eligibility requirements. The rates offer significant savings in postage.

Requirements:

  • The organization is not organized for profit.
  • Some examples of categories that are eligible for nonprofit mailings are:
    - Educational
    - Religious
    - Fraternal
    - Veterans
Process:
  • An application must be submitted to the post office where you intend to mail.
  • Proof of organization's non-profit status must be supplied.
  • Check the restrictions regarding the contents of the mailing.
 
How do I set up an account for metered mail?
  Fax or mail a copy of an Internal Purchase Order (IPO). If you desire metering services only, please indicate on the IPO with the estimated cost. If you desire reproduction and metering services, please indicate on the IPO the two services requested, the estimated cost for each, and separate amounts for each service. Specific object codes should be used to identify postage - 3210 and other services - 3100.

How can I set up an account for bulk mail?
  Submit an Internal Purchase Order (IPO).
Send us a sample or the mailing so it can be weighed to determine the cost.
You will receive a callback with the amount to be charged.

Requirements:
  • Minimum of 200 pieces
  • Must be in zip code order
  • Check, for postage only, must be made out to Postmaster
  • Cost is $.05 per piece if we put postage on mailing
  • Cost is $.03 per piece if you use an indicia
  • If not in zip code order, an additional $0.05 per piece is charged

What do I need to get started with metering?
  We will send you yellow “metering slips” which must be completed and sent over with each metering job. Fill the slip out completely with your department’s name, contact person, and RIAS number. Place the slip on top of the bucket with your mail, or if it is a small mailing, wrap with a rubber band around the mail.

How often does the mail go to the Kilmer post office?
 

The outgoing mail is taken to the post office around 12:00 noon each day, at 4:30 PM each day, and then again at 5:45 PM.

 
What is Presorted mail?
  Presorted Mail receives a mailing discount.
Requirements:
  • 500 pieces or more addressed mail
  • Each piece must have a complete address with correct Zip Code or Zip+4 code.
  • Each piece must be marked “Presorted First-Class.”
  • Mail must be in trays for processing.
  • Call University Mail Services for exact rates for presorted mail.
 
What is standard mail?
  This is mail not requiring expedited or 1st-class service and not required to be mailed as 1st class mail.

Bulk or Standard Mail included
Standard A – what was formerly called 3rd Class mail and
Standard B – what was formerly called 4th Class mail.

  • Each piece must weight less than 16 ounces

What is automated mail and how are the rates different?
  The U.S. Post Office offers automation discounts if the mailings have appropriate barcodes and meet the additional physical requirements. These requirements are that the mail is the right size, shape and made of correct material for transporting through automation equipment.

Requirements:
  • Letter-Size Mail - must have a qualifying barcode placed in specific places on the envelopes.
  • The mail must have specific markings on the envelopes, i.e., "PRESORTED," or "AUTO."
  • Must have a minimum of 200 or more pieces.

I have a mailing list that needs to be updated, what should I do?
   
 
What is indicia mail?
  An indicia is a permit or imprint. This allows the sender to mail without putting postage on each piece. The mailer obtains a permit and an account with the USPS. The mailer deposits the amouny necessary to pay for the postage prior to the mailing. A statement must be sent to the post office with the mailing which will deduct the amount of the mailing from the account.

Requirements:

  • The indicia must be printed directly on the mail pieces or on labels
  • It must be placed parallel to the address in the upper right corner
  • It must be printed with clear space around it of at least 1/2 inch by 1/2 inch
  • The entire area of the indicia must be no larger than 1 1/2 inches
  • It should be rectangular
  • Payment must be made for each mailing prior to its mailing
  • All pieces must be identical in weight.

How can I establish an indicia mailing?
  The graphic artists will provide your department with a sample of the size and wording for an indicia. The job can then be set up for printing. The rates for a Non-Profit indicia mailing are as follows:

What is a barcode and what are the benefits of a barcode?
  Barcodes are used at the post office for sorting mail. The barcodes indicate where the mail is to be delivered.

Benefits:

  • Machines at the USPS read the barcodes which allow the mail to move more expeditiously through the post office.
  • Barcodes reduce operating costs for the post office because machines instead of people are reading the mail.


  • There is a decrease in incorrectly delivered mail.

How can I have barcodes applied to my mail?

We can have your mailing list updated and apply correct barcodes. Please contact our office.

What is Address List hygiene?
  Prior to making labels for outgoing mail, Mail Services will check the mailing lists to ensure that it has correct addresses and zip-codes. Misspelled street names and/or cities will be corrected and Zip+4 codes will be applied to the list. Departments should send Mail Services an Excel, Access, Comma Delimited, or DBF Database File. There is no charge for this added service.
How is my outgoing mail charged to my department?
  At the beginning of each month, your department will receive an invoice via email. The person in the department who initiated the purchase requisition will receive the email. This email contains an itemized breakdown of the activities and costs for the previous month. After the email is forwarded, the department’s RIAS account will be charged for those services.
What is the rate for a postcard?
  Domestic rate is $0.26. To send a postcard to Canada or Mexico the rate is $0.69. The send a postcard anywhere else costs $0.90.
What are the dimensions for flat mail?
  A mail piece is considered a flat-size if it exceeds any of the dimensions for letter-size mail. It also cannot exceed the maximum dimensions for flat-size mail.

What are the sizes for letter-size mail?
 

A mail piece is considered letter-size if it meets the USPS minimum requirements for letter-size mail and does not exceed the maximum dimensions for letter-size mail.
